The Inter Secondary Schools Sports Association (ISSA) has amended its eligibility rules in a move to crack down on transfer of student athletes.

ISSA, the body which runs high school sports in the country, has come under pressure over the years by the widespread unethical practicesamong certain schools as it relates to student athletes.

A release from ISSA on Friday stated that it has voted to amend the eligibility rules as it relate to the transfer of students from one member school to another.

Among the new rules is that school teams will now have a limit placed on the number of transferred students that will be allowed to be registered for various ISSA run competition.

In terms of track and field, ISSA has placed a quota of two athletes per class. This means that boys' schools are only allowed to register six transfer athletes (three classes), while the quota for girls' school will be eight (four classes).

Football received the biggest hit as ISSA will only allowed three registered players in terms of transfer.

ISSA said that "the quota will be applicable to students who change member school between first and sixth form (Grades 7-13).

"Each student will only be regarded as part of the receiving school's quota for a competition if they had previously registered with another member school for the said sport for which he or she is being registered."

The release further stated that "transferred students will not be allowed to participate if transferred amongst member schools more than once.

"Each time a transferred student/athlete is registered to compete for the receiving school he /she will be regarded as part of the school's quota irrespective of the length of time since the transfer was completed.

"For the purpose of the quota rule, the transfer rule will apply only to student athletes previously registered to participate for another ISSA member school.   Therefore, students transferred from another member school but was never involved in ISSA Sports at their previous school will not be regarded as part of the quota system.   Neither will students who transfer from non-member schools.   Students, whose previous schools are not entered to participate in the specific ISSA competition in the year the quota is being applied, should be exempted.

"Students who move from one member school to another as of January 1, 2019 will be subject to the quota system for all ISSA Competitions with effect January 1, 2020."

The quotas to be applied for each sport is as follows:-
(1) Football, Cricket and Hockey (3 players)
(2) Netball, Volleyball, Basketball (2 players)
(3) Swimming, Table Tennis (1 player)
(4) Athletics  (2 athletes per class)
